Domain Area Specialisation

The Domain Area certification is an advanced certification for PMCs/SPMCs who wish to be specialised in a particular field of expertise. SBACC has developed 5 Domain Areas according to the industry’s needs as follows:

Financial Management

To promote the importance of tapping on financial management advisory for further business growth, the Institute of Singapore Chartered Accountants (ISCA) is working with ESG to reach out to SMEs that are interested to build up their financial management capabilities. At the same time, ISCA is also working with both ESG and the Singapore Business Advisors and Consultants Council (SBACC) to better ensure that the financial management consultants engaged by the SMEs are qualified and competent in providing such advice.

A PMC-FM is a certified PMC who has all the capabilities of a PMC, plus the additional Financial Management expertise to help SMEs establish and implement strategically effective FM processes, programmes and practices relevant to his/her field of specialisation.

The Practicing Management Consultant – Financial Management (PMC-FM) Framework is developed to certify and accredit financial management consultants who are keen to participate in the Financial Management Capability Program of ESG.

The PMC-FM Framework will complement the PMC (Generic) Framework to facilitate a more robust certification in the specialisation of financial management. The framework will cover the 6 areas of financial management that are sufficient to cover the broad scope of financial management require by most SMEs.

PMC-FINANCIAL MANAGEMENT (PMC-FM) CRITERIA

EducationDegree in Accountancy or equivalent approved qualification

Certified PMCs with the following experience:

  • At least 1,000 consulting hours in the last 3 years of which 500 hours in Financial Management consultancy
  • At least 5 years of experience in Financial management function or 3 years of Financial consultancy experience
Consultancy ProjectsWritten summaries of 3 or more recent Financial Management projects for the area of specialization outlining the client business situation engagement approach, the specific proposed solution, including diagnosis of the issues, identification of options, and definition and justification of the proposed course of action. These will be used during the panel interview. Applicant must also provide clients’ contact information for verification of project undertaken.

Provide references in the form of testimonials or independent 3rd party evaluation/feedback forms in relation to the 3 consultancy projects presented to the review panel.
CompetencyComplete Financial Management competency gap assessment comprising MCQs and/ or case studies, and attend an interview before a review panel comprising at least one domain expert. The panel will assess the responses to the competency gap assessment and review the projects submitted by the candidate.

Halal

The global Muslim population is growing at an annual rate of 1.8% and the market is valued at about US$560 billion a year. *This presents an excellent business opportunity for food companies looking to grow new markets to sustain their growth.  This is also a niche area where Singapore food manufacturers can develop to further differentiate themselves. Companies can get external assistance to obtain Majlis Ugama Islam Singapore (MUIS) Halal certification by engaging a certified management consultant who has the expertise and experience in this field.

This domain certification is especially important for Practicing Management Consultants that need to provide consultancy to help businesses to attain the Halal Certification. With proper certification, the companies are assured that the management consultant has the necessary knowledge, skills and experience to help them in their projects.  

The PMC will need to attend two Halal Training Courses.

  • Level 1: Halal Foundation Programme
  • Level 2: Developing & Implementing the Singapore MUIS Halal Quality Management System (HalMQ)

The two courses are held at MUIS Academy.

The PMC-Human Resources (PMC-HR) Framework will complement the PMC (Generic) Framework to facilitate a more robust certification in the specialisation of human resources. Intellectual Property Management

  1. PMC-IPM certification aims to advance the level of professionalism through the IPOS IP Competency Framework (IPCF) and provide professional and industry recognition via bodies such as SBACC. PMC-IPM certified professionals will be recognised by SPRING and be eligible to offer business and IP related consultancy services for SCOPE IP projects under the ‘IPM for SME programme’.

    For legal and patent agency professionals, being PMC-IPM certified will not only allow you to be recognised by SPRING, but it also provides the opportunity for you to value add to clients with other areas of business consultancy such as branding and management. With your legal / patents background and experience, it is likely that you could be exempted from most, if not all, modules required to be PMC-IPM certified.

The PMC-PD Framework is specially developed to certify PMCs who are keen to specialise in developing and improving productivity management skill sets and capabilities.  This added domain certification will set you apart from your peers as it creates the extra visibility to highlight you as an expert in productivity.

The PMC-PD Framework will complement the generic PMC Framework to facilitate a more robust certification in the specialisation of productivity. The framework will cover the four competency tracks in Strategy, Operational Efficiency, Human Capital and Technology & Innovation.  Productivity consultants who are competent in these four areas will play a crucial role in bringing productivity improvement and advantages to organisations, and especially to SMEs.

APPLICATION PROCESS AND INTERVIEW

  1. Do note that you may be required to undertake the Gap Assessment Test before meeting with the PMC-CB Review Panel for an interview.
  2. Upon receipt of the above documents, SBACC will contact the applicant for a GAP Assessment Test, AOP* and/or case studies, before the interview session with the PMC-CB Review Panel. During the interview, you will be required to present 3 consulting projects in your domain specialisation that you have undertaken.
  3. The Review Panel will assess your abilities based on the evaluation criteria, your work and consulting experience and the consulting projects’ presentation. These would determine your eligibility for the appropriate certification level.
  4. The interview results will be communicated via email at least 7 working days from the date your interview date.

           * Note: AOP is only applicable for Human Resources Domain.

TRAINING AND WRITTEN ASSESSMENT

To fulfill the certification scheme requirement, all applicants are required to attend and pass the recommended training modules based on the interview results.  Any deferment on the training and written assessments would be subjected to the training providers’ deferment policies.

3 years Re-certification Fee for Domain Area and PMC Generic is $2,100.
